A U.S. Senator from Mississippi is introducing legislation that declares unborn babies to be "persons" under the 14th amendment.
Republican Senator Roger Wicker introduced the Life at Conception Act.
Wicker says the legislation declares human life begins at conception and addresses a question left unresolved by the Supreme Court in its Roe v. Wade decision.
The bill is the Senate companion to house legislation introduced by Representative Duncan Hunter of California.
